The study group was set up on the basis of remaining throughout the project, with the prime task of seeing that there was no disparity between the overall operational needs of the police and the engineering capability of the system.

It was decided early on that the final aim of the experiment should be to produce standard specifications for elements of a data system, against which industry could tender to meet specific operational requirements.

To meet the stated aims, the experimental system was provided with a variety of facilities so that comparative assessment could be made by the study group as to which would most benefit particular police needs. Given the strong likelihood that there would be a number of unknown factors in a project of this magnitude and importance, the decision was taken to break the work into separate stages, which in turn were subdivided into phases, making it easier for a change of emphasis or direction according to ongoing project assessment.

A contract for Stage 1 was placed with Marconi on 15th February 1971, who were tasked with a study to determine the basic technical parameters of the system, followed by a technical report. Concurrently, the study group considered what facilities were required for the trial.
