Information on Ex-Home Office Site Wanted

I have been scouring the internet for information on a decommissioned Home Office communications site that a friend is looking to purchase from it's current owner. I am researching the history of the site at the moment and wondered if any ex-DTELS staff might have any knowledge of the site that is located on Cottered Road, Throcking. Hertfordshire.
